THE only way for poor households to increase their share of water use in agriculture is to be given access to more land, a report compiled for agricultural rights NGO the Surplus People Project says.
The report, "Water user associations in the Olifants-Doorn Water Management Area", suggests that more than a decade since the promulgation of the National Water Act, the distribution of water in South Africa "remains unequal across class, race and gender".
