John D. Mountford has been named manager, utility system performance. He was a senior consultant and has been with the company since 1970.

Dale A. Douglass, formerly a senior engineer in the power delivery unit who joined the company in 1978, has been promoted to manager of overhead transmission systems.

James J. Burke has been named manager of the distribution engineering unit. He is a former senior consultant who joined the company in 1978.

Kou Q. Chang has joined the technical staff as a senior engineer and will be assigned to the software products department.
